Brazil Tackles Sports Corruption: Senate Commission Probes Betting Integrity


In a recent development, Senator Jorge Kajuru from the Brazilian state of Goiás, along with the support of Vice-President Senator Eduardo Girão, has embarked on a decisive parliamentary inquiry to unravel the murky dealings within Brazil’s sports betting realm. The duo, joined by Romário, a senator and celebrated football icon from the nation’s victorious 1994 World Cup squad, who acts as the rapporteur, will lead a Commission of Parliamentary Inquiry (CPI) that convenes weekly to dig deep into allegations levied by players, managers, and betting entities.

The commission, which was established this past December, boasts a roster of 11 senators with the addition of seven substitute members. Romário conveyed his determination, stating, “I’m sure that this CPI has some objectives and we will achieve them. We understand the issues plaguing our football, where figures are keen to clean house. This is about shedding light on the opaque operations of betting houses within our borders and uncovering the nature and agents of these corrupt acts.”

The genesis of the CPI hails from Senator Kajuru’s call for the federal police to investigate John Textor, owner of the football club Botafogo de Futebol e Regatas, following his accusations of match-fixing against the São Paulo and Palmeiras teams. Textor claimed that before a Brazilian Championship Series A match, Palmeiras bribed five São Paulo players, leading to a 5-0 defeat for São Paulo. Textor affirms he has evidence to back his allegations.

In a preceding claim, Textor brought to light that he possessed a recording of a Brazilian referee accepting bribes. Senator Kajuru responded by submitting these claims to the federal police’s director, Andrei Rodrigues, urging an immediate summoning of Textor to provide the evidence and recordings he claimed to have. “For me, if he doesn’t bring the evidence and the recordings, he would have to be arrested here tomorrow – cell, handcuffs,” Senator Kajuru expressed passionately during the meeting. “It’s more than just irresponsible; it’s about the integrity of Brazilian football—our nation’s most beloved passion.”

The CPI seeks to initiate its probe by inviting Textor as its opening witness and aims to clarify any ambiguities surrounding allegations of sports manipulation. The commission’s proceedings begin next week amidst heightened scrutiny of sports betting integrity in Brazil as the country navigates through the complexities of fully legalizing gambling by 2024.

Fueling the urgency of the inquiry, in December, President Luiz Inacio Lula da Silva signed Bill 3,626, legalizing sports betting and iGaming within the nation. Subsequently, Brazil’s Ministry of Finance has issued an ordinance outlining a four-stage plan for rolling out fixed-odds betting regulations. The comprehensive plan begins by setting forth the technical, payment, and security specifications for operator licenses, followed by the publishing of anti-money laundering and counter-terrorist financing protocols.

In the third phase, the technical and security benchmarks for online gaming will be disclosed, with the finalization of the process detailing the allocation mechanisms for industry contributions to socially responsible causes. The full implementation is expected to culminate by July, further enhancing the regulatory landscape for the nascent betting industry in Brazil.

As this parliamentary investigation commences, the eyes of the football world and proponents of fair sportsmanship are fixed on Brazil, with the hope that transparency, integrity, and order will soon be restored to one of the country’s most cherished activities.
