Mississippi House to consider another online sports betting bill


In a move that could transform the gambling landscape in Mississippi, House Bill 774 is seeking to expand the existing sports betting market within the state to include online wagering. This legislative effort is the latest in a series of attempts to extend gambling options for Mississippians, a change which could see players placing bets from the comfort of their homes or while on the go.

Introduced earlier this week, HB774 has garnered the support of eight state representatives and has swiftly sailed through the House Gaming Committee. The bill is poised for further examination by the House, where its fate will be deliberated.

As the bill currently stands, all 26 land-based casinos in Mississippi would be granted the authorization to establish online sports betting platforms. This can significantly amplify their reach, as casinos will be allowed to associate with one licensed online betting platform, augmenting any brick-and-mortar sportsbooks they already run.

However, the bill does not lay out the specifics for application fees for such licenses. It does indicate that a manufacturer’s license would have a renewal fee of $1,000, with a seller’s or distributor’s license renewal fetching $500.

The proposed taxation structure embedded in the bill is not straightforward; it is tiered relative to the gross revenue of each licensee. A modest 4% tax rate would apply to operators with monthly revenues of under $50,000. Those earning between $50,000 and $134,000 would be taxed at 6%, while revenues surpassing this range would attract an 8% tax.

In alignment with most gambling laws, House Bill 774 stipulates that players must be at least 21 years old to participate in online wagering. Furthermore, the option to place bets would be geographically bound to within the state’s confines.

Should House Bill 774 succeed in advancing through the House and Senate, and ultimately be signed into law, its provisions would take effect on July 1 of this year. This gives the bill a clear timeline for implementation, though its journey through the legislative process remains uncertain.

Mississippi legislative activities around sports betting are bustling, with HB774 being one of several bills vying for attention. Notably, HB271 and HB635 are also in pursuit to legalize sports betting, indicative of a growing interest in regulating and expanding gambling options in the state.

This surge of legislative initiatives comes in the wake of the enactment of HB606 last year, which authorized the formation of a task force designed to perform a “comprehensive analysis” of sports betting in the state. The initial draft of HB606 was ambitious, aiming to partner each land-based casino with an online sportsbook, but the proposal was significantly pared down during the committee stages.

Interestingly, HB774 appears to counteract this restriction by advocating for the allowance of all casinos to offer online betting, a potential boon for the state’s gambling industry.

Mississippi finds most of its neighbors embracing online wagering; Tennessee opened its market in 2020, while Arkansas and Louisiana followed suit in 2022. Conversely, Alabama stands as the solitary state bordering Mississippi without a legal online market, highlighting the regional disparities in gambling legislation.

The pursuit of online sports betting in Mississippi is becoming a legislative hot topic, as stakeholders and lawmakers weigh the potential benefits of an expanded market against regulatory challenges. As House Bill 774 awaits its fate in the House, all eyes are on Mississippi to see if it will join the ranks of states that have embraced the digital evolution of sports gambling.
