New York lotteries rank as North America’s most profitable


The New York lottery has firmly positioned itself as the pinnacle of prosperity in the realm of North American state lotteries, having funneled a profound $3.7 billion directly into the coffers of state education during the 2022-23 fiscal year. This financial boon is largely attributable to the soaring popularity of Mega Millions, Powerball, and NY LOTTO, which have collectively contributed a staggering $55 million to the enrichment of public schools within the state.

Delving into the specifics, the Mega Millions process proved exceptionally fruitful, churning out a contribution of $23.8 million to the educational cause. Following close behind, Powerball channeled $17.8 million into the state’s education system, with NY LOTTO sealing the effort with an additional $13.4 million.

The lottery has amassed $8.9 million in support of commissions for its retailers, fostering economic growth and stability. Once again, Mega Millions led the pack, providing $4.1 million of said support. Powerball and NY LOTTO trail with their contributions of $3 million and $1.8 million, respectively.

In a statement exuding optimism, the Gaming Commission chairman, Brian O’Dwyer expressed, “Multiple massive jackpots mean more opportunities to win life-changing money while benefitting New York’s public schools.” He went on to emphasize that even without a winning ticket, each purchase represents a triumph for the taxpayers and the business fabric of New York State.

The success of the New York lottery mirrors the larger landscape of New York as a state flush with wins – particularly in the sports betting sector where it remains the most profitable in North America. A new record was smashed in January for the second consecutive month, raking in online sports wagering revenues of $211.5 million. This impressive figure denotes a 12.3% spike from December’s record of $188.3 million and a substantial leap of 41.6% compared to the $149.4 million reported in January of the preceding year.

New York’s fiscal fortunes are in part due to the hefty 51% tax levied on gross gambling revenues, a rate unmatched by any other state. In the third quarter of 2023, the Quarterly Survey of State and Local Tax Revenue, conducted by the United States Census Bureau, revealed that New York generated $188.5 million, making up 37% of the total tax revenue secured in the US, and far surpassing Indiana’s second-place figure of $38.6 million.

Despite these staggering figures in sports betting, New York shows little inclination towards embracing igaming. The revelation came when Governor Kathy Hochul unveiled her executive budget for 2025, conspicuously omitting igaming – a discernible setback for advocates of online gaming in the state.

This development unfolded amid efforts by New York state senator Joseph Addabbo who presented Senate Bill S8185, an evolved version of his earlier bill aiming to lay the groundwork for online gaming in the Empire State. S8185 was poised to pave the way for an igaming future in New York, but as it stands, the Empire State will continue to tread carefully on the path to full-scale online gambling legalization.
