Over 450 Illegal Gambling Investigations Underway in Ukraine


As the Ukrainian government continues to target illicit gambling operations, the prosecutor general’s office has disclosed its proactive efforts to clamp down on such activities during the years 2023 and 2024. With a stringent approach to the enforcement of gambling laws, the office revealed that as of April 2024, it has been conducting investigations into more than 450 suspected illegal gambling cases. During these inquiries, indictments have been issued against 72 individuals, transporting these cases into the judicial system for potential prosecution.

The battle against illegal gambling has gained significant momentum in 2024, with 76 new criminal cases registered within the sector. Noteworthy among these charges are seven instances related to 68 individuals purportedly involved in criminal organizations. The previous year saw a momentous push in this direction as well, with 169 illegal gambling offences registered in 2023. This resulted in the seizure of over 7,000 pieces of gambling equipment and approximately 500 searches, markedly disrupting the operations of illegal gambling rings.

Enforcing the crackdown, the prosecutor general’s office oversaw the investigation of 700 addresses for unlawful gambling activities in 2023 and ordered the suspension of ten casinos found in contravention of the law. Additionally, ten charges were brought against 42 members of criminal gangs, highlighting the interconnection between illegal gambling and broader criminal networks.

Among high-profile cases is a current pre-trial investigation into a sanctioned legal entity accused of wielding the resources of an international operator’s office to conduct illegal gambling operations. The entity, at the time of the accusation, was allegedly managed by Russian nationals, casting a shadow over the gambling industry given the geopolitical tensions with Russia.

Prosecutorial efforts extend to online gambling as well. The prosecutor general’s office is actively providing legal guidance in cases against companies that have reportedly operated unlawful online casinos. One prominent case involves accusations of legalizing funds amounting to a staggering UAH4.8 billion obtained from illicit online gambling operations.

In a parallel legislative move, Ukraine’s parliament, the Verkhovna Rada, exhibited its resolve to reform the gambling regulatory landscape by voting to dissolve the country’s gambling authority, KRAIL. The decisive vote, which garnered the support of 272 lawmakers on April 24, 2024, stemmed from a bill – Draft Law No 9256 – proposed by Deputy Prime Minister Fedorov the prior year. The dissolution of KRAIL hinges on a second affirmative reading and subsequent presidential assent by President Volodymyr Zelenskyy to be enacted into law.

The Draft Law carries implications that extend beyond administrative restructuring; it signals a societal shift towards tighter gambling controls in Ukraine. Proposed measures in the bill include the introduction of safeguarding mechanisms for individuals vulnerable to gambling harm and a comprehensive ban on gambling advertising. These measures add layers of protection to shield the population from the potential negative impacts of gambling, in alignment with the government’s vision of promoting social welfare and countering illegal activities.

As these developments unfold, the prosecutor general’s office remains steadfast in its mission to purge the nation of unauthorized gambling dens and unregulated online betting platforms. Upholding the integrity of Ukraine’s legal and regulatory frameworks, while also protecting the interests of its citizens, underscores the comprehensive approach adopted by the authorities to address the challenges posed by the gambling sector. The road ahead may be complex, but with determined legal action and proposed legislative changes, the prospect of a regulated and lawful gambling industry in Ukraine appears to be on the horizon.
